More than four out of five construction firms in the country told the Associated General Contractors of America this year that they are having a hard time filling the hourly craft positions their projects depend on. That is the highest share in three years, and it is not a statistic about contractors alone. It is a statistic about every building that has not been designed yet, because the drawings we produce today are instructions for crews that may or may not exist in the market when the project goes out to bid. An owner reading this may reasonably wonder what any of it has to do with the design of a sanctuary, a hotel renovation, or a new commercial building. The answer is that labor scarcity has quietly become a design variable, and the projects that ignore it pay for the oversight in the field.
For most of the last several decades, an architect could reasonably assume that whatever was drawn could be built by someone within a sensible radius of the site. Materials were the variable that moved, and labor was the constant. That assumption no longer holds in much of the country, and it holds least well in the smaller markets where a great many churches, franchise locations, and regional commercial projects are built. A design that requires four specialty trades to show up in the right sequence within a nine week window is a very different proposition in 2026 than it was in 2016, and pretending otherwise does an owner no favors.
What a shortage actually does to a project
The effects rarely announce themselves as a labor problem. They show up as a bid that comes back higher than the estimate, a subcontractor who will commit to the work but not to the schedule, a trade partner who declines to bid at all because the scope is unusual and their crews are already booked on something simpler. They show up as a general contractor who prices risk into every line item because they are not confident they can staff the job. By the time an owner sees the number, the labor market has already been priced in, and the conversation has become a budget conversation rather than a design conversation, which is exactly the wrong place to solve it.

Worker quality being the third most cited concern deserves particular attention, because it is the one that lands hardest on design intent. A crew that is stretched thin and staffed with less experienced hands can execute a straightforward assembly well and a complicated one poorly. The complex flashing detail, the reveal that requires three trades to coordinate their tolerances, the ceiling transition that only works if the framer, the mechanical contractor, and the drywall crew all read the same section drawing the same way: these are the details that fail first when field experience is thin. The building still gets built. It simply does not look or perform the way anyone intended.
Design decisions that quietly assume labor you may not get
When we review a design for buildability, we are asking a fairly simple question about every assembly: how many trades does this require, in what order, and how much does the finished result depend on each of them getting it exactly right. A curtain wall condition that requires the glazier, the mason, and the roofer to interlock their work at a single corner is not wrong, but it carries a labor dependency that a simpler detail does not. Multiply that across a building and the schedule becomes a chain of appointments, each of which assumes a specific crew shows up on a specific week with a specific skill. In a tight labor market, every link in that chain is a place where the schedule can slip, and schedule slippage on a financed project is expensive in ways that have nothing to do with construction.

This is worth stating plainly, because it is easy to forget in a design meeting. A set of drawings is a set of instructions for people who were not in the room when the decisions were made. Those people will interpret what is drawn using the skills and the time they actually have, not the skills and the time the design assumed. The architect’s job is not to dumb the building down. It is to make sure the ambition of the design lands in the places where it matters to the owner, and that the places where it does not matter are as simple to build as possible. A church that spends its complexity budget on the sanctuary ceiling and keeps the classroom wing conventional will get a better building than one that distributes difficulty evenly across every square foot.
Where prefabrication genuinely helps
The industry’s most visible answer to labor scarcity has been to move work off the site and into a factory, and for good reason. Roof trusses, wall panels, mechanical racks, bathroom pods, and structural systems such as mass timber components cut to fit before they arrive all shift labor hours out of an unpredictable field environment and into a controlled one where the workforce is stable and the quality is easier to hold. For an owner, the practical benefits are a shorter time on site, fewer weather-dependent activities, and a smaller peak crew, which matters enormously when the local trade pool is thin. Prefabrication does not eliminate the labor problem. It relocates a portion of it to a place where it is easier to manage.
What owners are less often told is that prefabrication is a decision with a deadline. Panelized or modular assemblies require the design to be resolved earlier and frozen harder than conventional construction does, because the factory needs final dimensions while a site-built project would still be tolerating adjustments. Procurement moves forward in the schedule, which means the owner is committing money sooner. Changing your mind about a wall location in month seven is a nuisance on a stick-built project and a serious problem on a panelized one. This is not an argument against prefabrication. It is an argument for deciding about it during programming and schematic design rather than discovering it as a cost-saving idea after the bids come in.
Buildability belongs in the design conversation, not after it
The most effective response we have found to a constrained labor market is not a material or a technology. It is bringing construction expertise into the room while the drawings can still change cheaply. That can happen through the delivery method an owner chooses at the outset, whether that is construction manager at risk, design-build, or simply a general contractor engaged early for preconstruction input. A builder who looks at a set of design development drawings will tell you which subcontractors in the region are backed up, which assemblies their crews handle well, and which detail is going to generate a request for information the week it hits the field. That information is worth far more in month three than in month twelve.
It also changes what we specify. Knowing that a regional market has two reliable structural steel erectors and one of them is committed through the following spring is the kind of intelligence that shapes a structural system, and it is not something an owner can be expected to know. The same applies to finishes, to mechanical systems, and to anything requiring certified installers. Designing for the crews that are actually available is not a compromise of design quality. It is the difference between a building that gets built the way it was drawn and one that gets negotiated into something lesser during construction, one substitution at a time.
There is a version of this conversation that gets framed as lowering expectations, and we want to be clear that is not what we are describing. Labor constraints are a design input in the same way that a site’s soil conditions, a municipality’s setback requirements, or a congregation’s budget are design inputs. Good design has always meant working intelligently within real constraints rather than pretending they are someone else’s problem to solve later. The buildings that suffer are the ones where nobody asked the question until a contractor was forced to answer it with a change order.
